An information literate society enjoys advantages with respect to national, economic, and human development. Electronic-based interaction now sustains and support important dialogues in national and international settings. Participation in the Internet community sustains an informed public. The ability to connect with people from all over the world expands the idea of the global village and enhances one's understanding of the diversity of customs, beliefs, and culture, globally. It is accurate to state that any part of the world that is not accessing these technologies will not be a participant in the global development of a world preparing for the twenty-first century.

 

 

 

 

 
Saharan Africa, and is an ideal geographical location for creating a center for the implementation of information technology training and dissemination. Recently the library at the University of Cheikh Anta Diop-Dakar was remodeled with the capacity for developing a strong technological base. This project addresses the capacity building and sustainability of the University of Cheikh Anta Diop-Dakar's ability to play a major role in supporting the development of information in both Senegal and the West African region. This project is divided into four interrelated and co-occurring tracks to support the development and dissemination of information technology and computing.
