Comparison of rainfall in May 1999
with the long-term average

Drought areas are defined based on drought monitoring information provided by "The Drought Monitor" which is produced by USDA, NOAA, and the National Drought Mitigation Center based at the University of Nebraska. Federal disaster relief is determined using a combination of several indices: Palmer drought Index (see below), soil moisture, streamflow, proportion of normal precipitation, surface soil moisture, and a satellite vegetation health index.

The USDA Economic Research Service makes recommendations to the Secretary of Agriculture based on the above factors as well as economic decisions related to types of crops, expected production, commodity receipts and expenses, and crop insurance coverage. The Agricultural Secretary then makes the recommendation to declare given areas eligible for low interest loans for drought relief.
