Drought: dry soil

The summer of 1999 has brought two natural disasters to the Mid-Atlantic region of the United States - first the drought of the century, then the torrential rain of hurricane Floyd. Crops that had just been plowed under before maturity because they were not worth the expense of harvest have been washed out of the ground. The farmers' dream of rainfall became a nightmare.
